The pensioner is every (civil / military) employee whose service is terminated and is entitled, under pension rules, to receive a retirement pension for the service term spent by such pensioner.
Through the above – mentioned pensioner definition it becomes clear that a pensioner shall be an employee connected to the state through a permanent regulatory relationship and an actual service term spent in the state general budget. This definition includes the male / female employees working in public institutions. But those working for working in private sector or business sector or those working for government authorities under temporary employment contracts or the employees of consulting authorities have not the capacity of an employee and, accordingly, are not subject to the pension scheme.
A civil pensioner shall be subject to “Civil Pension Scheme” and a military pensioner shall be subject to “Military Pension Scheme”. Both schemes are similar in terms of the purpose and the mechanism of pension payment but they are different in terms of calculating the service term and required documents for the pension entitlement in addition to the mechanism of calculating the pension value.
The state has done well by passing such two schemes and the implied flexibility and advantages therein that provided a living standard suitable for a wide range of society which fulfilled its role in serving this generous nation either on the civil or the military levels.
 
Service provided by PPA to a Pensioner:
PPA exerts all its best efforts to provide the best services suitable for the male / female pensioners to enable them to obtain the retirement pension easily in addition to accelerating the settlement procedures of retirement pension to be paid as soon as possible. This is to fill the gap between moving from salary to retirement pension.
In this context, PPA provided a number of various services including:
    • Pensioner Reception Hall: including a number of competent qualified and experienced employees to receive the applications and papers of pensioners and complete the information and data of a pensioner.
    • Regular Manuals & Publications: issued by the PPA (Retirement Magazine) which is a regular magazine issued every three months aiming to enhance the awareness level among male / female pensioners in addition to communication and promote relationships between them and the PPA. Moreover, the PPA is keen on issuing a large number of manuals and guiding publications to be an introducing window through which a pensioner can access to the scheme clauses and restrictions and the services and advantages provided by the PPA.
    • Employ your Experience: a program adopted by the PPA to benefit from the male / female pensioner’s experiences and achieving society benefit and for the pensioner too. The program includes a database of all male / female pensioners desiring to employ their experience and invest their times after retirement stage. On its side, the PPA communicate and coordinate with other companies, institutions and other sectors desiring to benefit from such experiences through providing them with data and information about the pensioner then communication shall be directly between the desiring entity and the pensioner.
    • “MASAKIN” Program: out of its keenness to provide the best service and a proper living standard to a pensioner, the PPA established “MSAKIN” Program to meet pensioner’s needs and help pensioner obtain the proper house against distinguished financial facilities and easy monthly installments.     • e-Service: PPA launched on its portal a set of e- Services Packages for pensioners in order to facilitate the procedures of processing a pensioner’s transactions and follow up with the same through modern means without the need for reference to the PPA headquarter. Each of such services is accompanied with a detailed description of use method and the procedures to be followed in order to facilitate make a good use of such services and deal with them accurately and easily.
